Baltimore City Health Commissioner Planning To Ban Cheap Cigars

That's right, the city health commissioner has the right to enact health regulations without legislation. This is a lot of power for one man who is not even voted into office by the residents of Baltimore. And the reason to ban the cheap cigars is that they are currently too accessible by young kids. My question is why don't they enforce the current laws in place that restrict tobacco products to adults 18 and older versus rolling out more regulations that will end up hurting lower class smokers more than young kids? This seems to be a pattern among many bureaucrats. Instead of enforcing the current laws they roll out more laws until the system is so convoluted that you have to have a lawyer on retainer 24/7.
